As Vice president & Technical Director for Fuel Quality Services, Inc. Mr. English oversees all aspects directly related to research, development, and deployment of chemicals for use in the various stages of production and refining of crude oil and natural gas and in maintaining product quality through the various stages of distribution from refinery to end user.

Before joining Fuel Quality Services, Inc. Mr. English worked in the nuclear power industry. The focus of his work was the safe and long term operation of pressurized water reactors (PWR) through the design and implementation of various corrosion control programs for primary radioactive systems., secondary non-radioactive systems, auxiliary component systems, emergency systems, and fuel storage systems. Additional activities include evaluating regulatory and industry issues, compliance with federal and state regulations, formulating policy and implementing programs to address regulatory and industry issues, performing technical reviews and program audits. Mr. English has a B.S degree in Chemistry from the University of Florida, with an additional two years post baccalaureate work from the University of Miami.

Mr. Tatarian is a seasoned General Manager with broad Domestic and International experience in the Life Science / Medical Instrumentation business.  He is particularly skilled in business and market development of entrepreneurial endeavors, including turn-around and restructuring activities required in recasting a business model. 

Most recently, Mr. Tatarian was a Senior Executive at Beckman Coulter, a $2B public Diagnostics and Bioresearch corporation.  As Vice-President for the Far East, Latin America, and Emerging Markets, he headed a $300M, 1200-employee business.  Responsible for all of Beckman’s products, Mr. Tatarian restructured several markets, lowering costs while growing sales at an annual rate exceeding 20 percent over three years.  He was also responsible for integrating the merger of Beckman and Coulter’s operations in the Far East.  Previously as Vice President of Global Bioresearch Commercial Operations, he ran worldwide sales, service, marketing and support for Beckman’s Bioresearch operation.  Prior to that he was Vice President/General Manager of the Analytical Business Unit, a $150M operation developing instrumentation and supplies for DNA and protein research.  Mr. Tatarian holds a B.S., an M.B.A. and a J.D. degree.  He’s an active member of the California Bar.

Mr. Stavinoha is the Principal of Stavinoha Enterprises, San Antonio, TX, a scientific consulting service.  Mr. Stavinoha is retired from Southwest Research Institute where he served from 1967–1971 as Research Chemist, 1971–1980 as Senior Research Scientist, 1980–1990 as Manager, and 1990–2001 as Staff Scientist.  Mr. Stavinoha is a member of American Chemical Society, American Society for Testing and Materials, Society of Automotive Engineers, and International Association for Stability and Handling of Liquid Fuels.  Mr. Stavinoha is a known authority in transportation fuels and lubricants programs that improve fuel efficiency, reduce air pollution and promote environmentally clean energy and energy security.  His major strengths are in fossil and synthetic fuel properties and logistics.  Mr. Stavinoha has a B.S. degree in Chemestry from St. Mary’s and an M.S. in Organic Chemistry from the University of Texas.
William B. Clary
Mr. Clary is Vice President, Director and Cofounder (1992) of MIRATECH Corporation.  Working with a part time CEO and President, Mr. Clary shares responsiblity for the day to day operation of the businessMIRATECH supplies the advanced, cost-effective, reliable emissions systems that allow its customers to meet government regulations and maintain, clean, worry-free, economical operations.  In addition to Mr. Clary’s Administrative and Marketing experience he has a strong background in product and systems development.  Mr. Clary has authored and presented technical papers at such conferences as ASME in Kansas City, POLMET in Hong Kong, AGA Annual Meeting in Orlando and GTI Conference.  Mr. Clary has a M.S. in Mechanical Engineering from University of Minnesota and a B.A. in Chemistry from Carleton College.
Eric M. Hagopian
Mr. Hagopian is the Managing Member of Hyeland Properties, LLC, a commercial property investment company. Prior to this, Mr. Hagopian founded Insulated Shipping Containers, Inc. in 1981.  When the company was sold in 2000, ISC had a workforce of 80 employees, occupying approximately 120,000 sq. ft. of administrative, sales, testing and manufacturing space in Phoenix, AZ and Louisville, KY, in addition to a Joint Venture Partnership with TopaVerpakking in The Netherlands.  Mr. Hagopian invented and patented for ISC the “VacIntact”, a mechanical device to monitor the integrity of a vacuum in an insulating wall.  He also was instrumental in the development of the ISC Testing  Facility with 16 walk-in thermal test chambers that set worldwide standards for insulated shipping containers for high end and critical temperature sensitive products. Prior to founding ISC Mr. Hagopian was the Operations Manager for MicroScan, Inc., a medical diagnostic manufacturer.  Mr. Hagopian attended San Jose State University where he received a B.A. degree in Biological Sciences. Mr. Hagopian received an Honorable Discharge from the United States Army in 1971.

Marc Cardoso
Marc Cardoso is the founder and president of EcoGenics Reserch Center in Sevierville, Tenn.. A specialist in many areas, including architecture, construction, industrial design, graphic design, and product engineering, Mr. Cardoso has combined his technical expertise with agribusiness, environmental concerns, and economic savvy to develop ecosystems that can produce fuel, food, and fertilizer. Mr. Cardoso has conducted over a quarter century of research and development work to perfect many prototypes and has the ability to produce U.S.P. quality alcohol and profitable byproducts in harmony with nature from vertually any organic material on a very low scale of economy. He holds 11 U.S. Patents for products that are currently being used worldwide. Prior to his involvement with alternative fuels ventures, Mr. Cardoso creative mind served him well in his former ventures. He was commended for service beyond the call of duty while serving with the U.S. Army attached to the Army Chemical Research Command. Mr. Cardoso's broad range of experiences and dedication to self sustaining ecosystems and alternative energy production systems has resulted in the successful orginization of the Ecogenics Research Center. Mr. Cardoso is also one of the founding members of the National Renewable Fuels Coalition.
Dr. Rafi Fass Ph.D.
Dr. Fass currently holds the position of Projects Leader as the Senior Scientist at the Department of Biotechnology at The Israel Institute for Biological Research in Ness-Ziona , Israel. His educational background includes a BSc in Biology from Tel Aviv University in 1975. A MSc, in "Applied Microbiology" from the School of Applied Sciences, The Faculty of Natural Sciences, The Hebrew University in Jerusalem, in 1979. He received his PhD in Biotechnology from The Faculty of Agriculture, The Hebrew University in Rehovot, Israel in 1987 writing his thesis on The effects of microbial activity in water bottoms of jet fuel storage tanks on fuel corrosiveness. Dr. Fass completed his Post doctoral training at The Biotechnology Unit, NIDDK, NIH, Bethesda MD, USA from 1987-1989. His current fields of scientific activity include: Applied and environmental biotechnology, Microbiology of hydrocarbons fuel distillates, Bioremediation of contaminated soils and water, Biotechnological leaching of valuable metals from coal fly ash, Biotechnology R&D and scaling up of microbial fermentation processes and down-stream purification of fermentation products, and the developments of vaccines. He has worked as a scientist at various academic levels since 1978 and currently as a full professor. From 1987-1989 he completed his Post Doc. at the Biotech Unit, NIDDK, NIH, Bethesda MD. Dr. Fass was a visiting scientist at the LCDMI, NICHD, NIH.Bethesda MD. from 2002-2003.
